Generally this error happens if you're trying to use a Python 3 build of Houdini with a Python 2 version of MOPs+, or vice versa. Check the Downloads page and grab the latest MOPs+ build for your particular Houdini... Python 3 builds are now labeled as such.

MOPs and MOPs+ need different environment keys... you're going to effectively overwrite them here. The sample JSON file that comes with each should be using different keys: MOPs defines a variable called $MOPS, and MOPs Plus defines a variable called $MOPSPLUS. I meant the actual JSON text. You'd have one package for MOPs, and another for MOPs Plus, and another for Renderman, Arnold, etc. Arnold will install correctly by itself, but it still writes to the houdini.env file. Can you post your package file contents? That'd be the most important info. The order of operations makes sense if you're using the .env method... then you have to start worrying about how your various HOUDINI_PATH entries are appended to each other. It's not built-in at the moment but I can add it.
In the meantime, if you create a circular curve of the same radius and position as your instancer, you could use the randomization controls on MOPs Move Along Spline to jitter the positions along the circle.
