My case with INSTANCER MOPs_1.3 and MOPs_1.2 Distribution Type Curve

INSTANCER 1.3 doesn't work in my case , INSTANCER _1.2 still ok(Distribution Type Curve)

Instancer 1.3 automatically tries to interpolate template point attributes on moving geometry. Since your geometry doesn't arrive at any sort of "rest" position until about frame 250, and it doesn't exist at all on frame 1, the Instancer has no idea what frame to use as a rest pose. I managed to get this working For situations where you have template geometry that's rapidly changing, you need to be aware of the Template Rest Frame parameter. You could also just fall back on the default Copy to Points SOP for this, though your template point orientations won't interpolate without you figuring that part out manually.

I managed to get your example working by setting the Template Rest Frame on the Instancer to 250. The only catch is that when your geometry doesn't exist at all, the Instancer will default back to that Rest Frame and you'll have to delete the leftover primitives manually. The other thing you could try is setting the Template Rest Frame to @Frame, which may cause the interpolation not to work correctly but will adjust to a varying point count.
